The article looks at the decision of the Pennsylvania Supreme Court in the case Robinson Township v. Commonwealth regarding the political, legal, economic and environmental debates surrounding hydraulic fracturing. It mentions that Environmental Protection Amendment under the Section 27 of the Pennsylvania Constitution and broad duties in protecting those rights. It also mentions that Amendment refers to the legislative, executive, and judicial branches and to local government.
