- Abstract
The article focuses on the enactment of Administrative Procedure Act (APA) Petition Provision which is enacted for keeping the public informed about the agency procedure and rules, permitting public participation in the rulemaking process. Topics discussed include submitting petitions for legislative rulemaking; role of agencies in handling the goals related to procedural uniformity in agency rulemaking; and analyzing the D.C. Circuit's TRAC test for alleged agency inaction delay.
