- Abstract
The introductory part of the paper presents the political and legal bases of the lustration process. Lustration should have been the process that would help and speed up the democratic development of the Republic of Macedonia by clarifying cases that violated human rights and fundamental freedoms by security services during the communist one-party system and collaborators of this system, with the main purpose so that this phenomenon will not be repeated in the future. In addition, it gives an overview of the deformations of this process. Rather than contributing to accelerate the democratic development of the society in Macedonia, lustration became a mechanism for moving away from the public functions of persons who were not by the will of the government's garrison, all this based on the law. After the introductory part follows the overview of the administrative procedure specifications in the process of lustration arising by additional condition for the law for determining exercising of public function, popularly called the Law on Lustration. To this section relates the processing of formal and informal control over the affairs of the Commission for Verification of Facts (Commission of Lustration). The final part of the paper presents the consequences of lustration in the Republic of Macedonia: the fear and insecurity of citizens for their future, severe psychological traumas, the reduction of the efficiency of the social-security guarding institutions such as the police and the public prosecution, due to the avoidance of citizens to present criminal offenses and perpetrators fearing not to be treated as "informants", reducing the democratic capacities of society and the state and the negative impact directly on the integration processes in the European Union and NATO.
