- Abstract
The article explores the concept of ESG (environmental, social, and governance) and its significance in government agencies. It suggests that viewing ESG as interconnected elements of a common framework can help set goals, measure success, and ensure accountability and transparency. The article identifies four distinct ESG roles of governments - policymaker, regulator, operator, and employer - and emphasizes the importance of strong governance in effectively serving the public interest. It proposes ten components for an integrated governance model that can enhance performance and produce better outcomes for all Americans. The article also discusses the importance of data governance, performance measurement, and intergovernmental partnerships in achieving strong governance. The FY 2023 federal budget request includes $1 trillion for state, local, tribal, and territorial governments for various programs in areas such as health, nutrition, education, transportation, the environment, workforce and community development, and homeland security. Strong governance is crucial for successful intergovernmental partnerships, and the Grant Reporting Efficiency Agreements Transparency Act requires standardized reporting to improve efficiency and oversight of grant funds. The adoption of artificial intelligence (AI) is deemed essential for governance, and the President has issued an Executive Order to establish new standards for AI safety and security. Comprehensive integrated performance and financial reporting, along with the use of advanced technology, can enhance governance and accountability.
