- Abstract
The history of public school finance reform is long and varied. In the beginning, reforms sought to fund basic education; later, specialized education programs were funded. Today, national concerns for equity are pressing while addressing adequacy remains elusive. Part of the problem in instituting national reforms is that school finance is state-specific (i.e., legally defined, authorized, and implemented by state constitution and legislature). In Ohio, school finance reform litigation was formulated in the late 1980s, decided in the late 1990s, and unresolved in this decade. Ohio's predicament in light of national reforms is the subject of our analysis. We explain alternative school funding programs and report litigated outcomes among states.
