The article explores how moral analogies with Pearl Harbor were used by American policymakers during their secret, high-level deliberations in October 1962 after U-2 reconnaissance fights had detected Soviet medium-range missile bases under construction in Cuba. It begins by discussing the general role of moral analogies in foreign policymaking. It focuses specifically on the use of the Pearl Harbor analogy during the Cuban missile crisis.
