- Abstract
The article analyzes effects of race on perceptions of legislative effectiveness in the U.S. As per previous studies, there exists link between race and negative evaluations of African American candidates for public office by voters. The article examines whether or not such links remain once African Americans are elected and take their places in governmental institutions. In the study, the average effectiveness rating given by three groups, namely, lobbyists, journalists and other legislators, was analyzed. It is stated that the most important theoretical implication of the research is that political institutions might be race neutral or color-blind in their policy-making processes.
