- Abstract
The article focuses on distinctions between refugees deserving of protection by the international community and migrants deserving of far less in human rights regime. It mentions original distinction, grounded in the tension between national sovereignty and internationalism, continues to plague how states and international institutions deal with issues of migration. It also mentions limits of looking to institutional forms of power to defend people made vulnerable by the violence.
