- Abstract
The author calls in question the claim of J. S. Mill that the only unfailing and permanent source of improvement of both individuals and society is liberty. We are of the opinion that the liberty of Will but not the Civil or Social Liberty is related with such things. J. S. Mill, however, says nothing about the liberty of will in his book On Liberty. J. Rawls proposes a similar attitude towards civil liberty in his Theory of Justice. According to him, the possibility of social cooperation is related to the conception of individual good and justice. However, both of them are bound with the liberty of will but not with social liberty. In our opinion, civil liberty is a necessary but not sufficient condition of improvement of both individuals and society.
