- Abstract
We have the paradox of the human right to water and the struggle for control and appropriation of this blue gold. The World Forums on Water express the interests of the transnational companies strengthened with scientific facts from experts in the handling of water and energy. The strategies of the emerging sectors coincide in the defense of water as a human right, the ideological struggle to unmask the mechanisms of production and diffusion of a scientific knowledge used by "water pirates", and in favor of a social management of water. A State like Mexico has commitments to sign diverse international human rights treaties as it does commercial agreements. In the case of not fulfilling any of these two types of commitments, should they involve human rights, nothing happens; if it is a commercial treaty, a fine has to be paid which could amount to several million dollars.
