‘Pan-Africanism as Responsibility’: A Building Block for African Unity?

- Abstract
The article conceptualises the idea of ‘Pan-Africanism as responsibility’ as an ideal to promote the values and responsibilities of African states for actions that promote unity within and across Africa. In the last 50 years, Africa has experienced increased intrastate conflict, secessionism, election-related violence, and violence by criminal enterprises and terrorist groups driven by extractive resources. Furthermore, the global wave of nationalism has resulted in isolationism, exclusionary policies, and xenophobia, raising questions about the role of Pan-Africanism in addressing African security concerns. The article argues that African leaders have undermined the ideals of Pan-Africanism in their countries, negatively affecting peace and unity on the continent. It asserts that a paradigm shift to ‘Pan-Africanism as responsibility’ can mobilise African citizens for cooperation, which they can use to engage their governments and enhance the formulation and development of pan-African development policies. The paper concludes that embracing Pan-Africanism as a responsibility, notably its empirical indicators, offers policy engagement opportunities, and thereby, citizens can hold their leaders accountable. The article’s primary source of information will be a systematic review of relevant academic literature, anecdotal evidence from the media, grey literature, and our lived experiences as Africans.
