- Abstract
The article features the Coming Home Demonstration Program as a model for developing an affordable assisted living in the U.S. Significantly, blending affordable housing programs with Medicaid-reimbursed and state-regulated services requires developers, providers, and policy makers to use subsidy programs that have conflicting rules, goals, and incentives. The development of the program is presented. The key elements of the program for successful development of affordable assisted living include goal consensus, partnership development, environmental scan, policy promulgation, start-up assistance, a working model, building capacity, and dissemination. The author discusses the lessons learned in the implementation of the program.
