- Abstract
The article discusses the dispute that arose in early 1983 over a proposal by the city of Portland, Oregon to build a heliport on the east bank of the Willamette River. Topics covered include the parties that opposed to this project, the reason why the Vera Katz Eastbank Esplanade occupies that space in 2020, instead of a heliport, and the lesson it provides for resolving a political controversy that involves every level of government.
