- Abstract
Ukraine's decentralization has both domestic and international aspects against the backdrop of the parallel Russian hybrid war since 2014 and the large-scale invasion since 2022. While the reform is not a panacea for problems that have undermined Ukraine's political and economic development since independence, it has improved the fiscal and institutional capacity of the authorities to deliver basic services. It has also strengthened Ukraine's unity and resilience. Municipal reform has helped Kyiv resist attempts by Moscow to undermine it since 2014. Ukraine's decentralization efforts over the past eight years have fostered the country's Europeanization and rapprochement with EU subsidiarity principles.
