- Abstract
The article presents information on the voting rights and the encouragement for citizen participation offered by the state of Minnesota and the debate related to the need of voter identification card during elections. The voting rights of the African-Americans and the constitutional amendments related to the expansion of voting rights are discussed. The arguments related to absence of fraud, the related cost issues and the legal issues are also discussed.
