- Abstract
The article discusses W. H. Hutt's views on liberalism, populism and the constitutional political economy of racism. Topics include Hutt, a British economist spent his career at the University of Cape Town in South Africa and moved to United States after retirement; he proposed a stable democratic constitutional system with "ironclad" property-rights protections; and he also opposed racial discrimination, which he explained as the worst social evil of the contemporary era.
