- Abstract
The article discusses how findings and recommendations of the European Union on the critical importance of second-language fluency are more forceful than in Canada. Multilingualism is viewed as essential for mobility within the EU and for the creation of a labor force with the practical language skills that allow European firms to compete effectively in the global marketplace. Partnerships and collaboration among institutions, and the use of technology, offer much promise.
