- Abstract
Problems and demands of increased air travel in the United States pose new challenges for the Federal Aviation Administration (FAA) to develop the management capacity to fulfill demands for safe air travel. Several proposals to reorganize FM are under consideration in Congress. This article analyzes organizational alternatives and the implicit challange to the ability of federal management to provide operational services to the public. Implications for assignment of service functions within the government sector are analyzed.
