- Abstract
The article focuses on the works of Congressman Henry S. Reuss from the Democrat party in Wisconsin. According to the author, Reuss views his role in the House of Representatives as one of the public advocate, preferring to initiate causes rather than to react continuously to previously established ones. It states that he has never confused advocacy with publicity seeking. It reveals that Reuss was credited as being the first man to bring out the 1899 Refuse Act which prohibits the deposit or disposal of most solid wastes into territorial waterways unless permit authority is granted by the U.S. Corps of Army Engineers. It further notes that Reuss seat in the Congress is in no apparent danger acquiring a 60% of the vote from his district.
