- Abstract
The article discusses administrative rulemaking and judicial review in America as of April 2014, focusing on the U.S. District Court for the District of Columbia's ruling in the 1999 case Alaska Professional Hunters Ass'n v. Federal Aviation Administration which deals with a U.S. government agency's obligation to provide notice and comment prior to changing or abandoning an interpretive rule. The U.S. Administrative Procedure Act (APA) and government agency flexibility are examined.
