- Abstract
The article discusses a debate concerning the war on profit at the U.S. Department of Defense (DOD), particularly on the fair and reasonable price to pay for development and production of its weapon systems. Considered was the U.S. Air Force profit policy wherein contracts had been awarded for cost-plus-award-fee contracts. Highlighted is a philosophical shift in DOD's profit theory due to absence of leadership to increase ceiling price in fixed-price incentive fee contracts.
