- Abstract
This article describes the Newark Target Cities Project, which was developed to address service delivery problems and to improve outcomes of people admitted to substance abuse treatment programs by creating a seamless treatment network. It states that the city of Newark developed an innovative service delivery model to address service deliver problems. The model created a network of service providers with a single point of entry, standardized assessment and placement procedures and electronic client-treatment matching. A Centralized Intake Unit was opened and a case management function was developed to coordinate client care. A system-wide staff development initiative was implemented to enhance treatment quality and links with primary care providers were established to improve access to health care. The model aims to enhance the quality of care through several mechanisms. First, an on-going clinical skills development program was implemented. Direct service workers from the substance abuse treatment agencies receive advanced clinical skills training throughout the year.
