- Abstract
The article discusses issues that were discussed at a roundtable of the Organisation for Economic Co-operation and Development Competition Committee on resale below cost (RBC) laws and regulations. RBC laws serve as a battleground for the visions of competition policy. Other laws may already consider the consumer benefits for RBC, which may be economically dubious and empirically unsupported. The effects of RBC laws on the market share of high price, low volume retailers are mentioned.
