- Abstract
The article discusses a legal decision by the circuit court of the District of Columbia (DC) regarding arbitration awards in a court case between the Democratic Republic of the Congo (DRC) and the investment firm FG Hemisphere Associates (FGHA). The DRC had appealed judgments in FGHA's favor and later sought to vacate the judgments on the grounds that the court did not have jurisdiction due to service of process issues. The appeals court denied the DRC motion. The author notes how the decision reveals that states are subject to the same laws as private litigants in arbitration matters.
