- Abstract
The present article analyzes the origins, groundings, and trajectory of social and educational projects implemented in a town located in the region of Vale do Sinos, Rio Grande do Sul State, Brazil. The authors based their analysis on the topics work and culture to investigate the social practices of care provided to children and youths from disadvantaged backgrounds. An historical review was performed to demonstrate how the discourse of "prevention of delinquency" has been a characteristic of social work projects. However, the attempt to change this paradigm resulted in experiences that preserve the objective of, according to Foucault's perspective, commanding children and youths. It was observed that education for/by means of work gained a new ally: filling the free time with culture, which is considered to be the experiences of practices leading to the new exercise of governmentality. This emerges as an important resource for thinking about inclusion processes when there are high unemployment rates among young people.
