The article focuses on the increased number of individuals who were still being locked up in institutions where the living conditions were terrible even though the political abuse of psychiatry in the former Soviet Union had come to an end. The people admitted to internaty, the social care homes where anybody with something chronic was being locked up, included chronic mental patients and mentally disabled.
