- Abstract
With 2000s in Turkey, versatile and administrative restructuring works have been started for traditional public administration approach and practices. These works have made notions such as governance, efficiency, transparency, accountability and participation as dominant principles of the administrative system. The change and transformation experienced in the administration approach has highlighted the necessity of using the fact of participation more effectively, especially the administrative dimension, and revealed the need to implement various participation mechanisms to serve this purpose. New administrative participation mechanisms were developed, and local governments, as the closest units to the public, formed the first step in which these mechanisms were put into practice. Because, local governments as the closest units to citizens constitute the first stage of participation of the local people in the administration due to the roles they play in the implementation and development of the idea of democracy and the functions they impose in the provision and access of public services. The ability of fellow townsman to have a voice in decisions and activities related to their living spaces forms the basis of a participatory and democratic understanding of local government. The aim of the study is to determine to what extent the administrative reform studies intensified in 2000s and the legal regulations implemented in this context are reflected in the mechanisms for participation and to what level this situation has been adopted by the citizens and become a "culture". Also, it is another aim to measure the tendency of fellow townsmen to participate according to their socio-demographic characteristics. Accordingly, evaluations were made about the perspectives of fellow townsmen on administrative participation, municipality, opportunities and methods for participation and levels of interest, demand and expectation for participation were revealed. In this study, text analysis and field research methods were used. Balıkesir province was preferred for the field research, and a questionnaire study consisting of 5 demographic questions and 20 proposals was applied on 400 fellow townsmen residing in the city center. In the light of the results of the research, suggestions were offered to enable fellow townsmen to approach the municipal institution with a more positive thought. And the issues that will contribute to the development of participation opportunities for the fellow townsmen, the establishment of a democratic structure and functioning in the local government units and the establishment of an effective and efficient service understanding were highlighted.
