- Abstract
Various discussions have been aroused as regards this subject with East's effects and compulsions in Ottoman Empire which passes for sovereignty is divine. Struggles of sovereignty access and source of which beginning with Charter of Alliance of 1808 (Sened-i İttifak) and continuing with Reforms (Tanzimat) Constitutional Monarchy (Meşrutiyet) did not bring national sovereignty to Ottoman Empire. There has been no phrase of national sovereignty in constitutional provisions and texts belong to this period. The national sovereignty principle took its most concrete and real shape in manuduction of Mustafa Kemal in Turkey. With Amasya Circular, while declaring that national independency would be liberated again by public itself, a national assembly was appointed in Sivas by the participation of delegates from all over the country. Therefore it made a special endeavour so that decisions consist of a communal volition. In this study, Mustafa Kemal Atatürk's opinions and executions about this subject of are given who worked up into national volition and national sovereignty a part of his life dating from set foot on Anatolia.
