- Abstract
The article discusses the rules that regulate the constitutional amendment proposal process in the U.S. It mentions that the Constitution requires Congress to call one application whenever two thirds of the state legislature apply for a convention for the proposal. It notes the important roles played by framers, ratifiers and federalists in the constitutional process who were among the members of the Confederation Congress from 1781-1789. An overview of its nature application is also presented.
