- Abstract
The article discusses the history of land development exactions in nineteenth century in the U.S., with particular focus on requirements to subdivision improvements, community benefit assessments and linkage payments. During this time, subdivision of land property can be performed without constructing the public improvements that are necessary to serve the subdivided lands. There are two undesirable outcomes of subdivision plat recording without making any provision for public improvement construction namely, the creation of oversupply of subdivided lands due to premature subdividing and the proliferation of payment delinquencies of special assessments that had been levied for the construction of physical improvements.
