- Abstract
The article presents a Canadian perspective on the U.S. Treasury Department's proposal "Tax Reform for Fairness, Simplicity, and Economic Growth." It notes that the proposal focuses on flat rate income tax and a general sales tax. The article explores similarities between the proposal and the proposals of Canada's Carter Commission including the expansion of income tax base, intangible drilling cost expensing in the extractive industries and the replacement of percentage depletion. Measures such as the abolition of the deduction for state and local taxes, termination of the alternative minimum tax, and dividend-paid deduction for corporations are discussed and compared with Canadian regulations.
