- Abstract
This article intends to analyze what factors affect the access of the potential informal population that will receive an old-age pension in the future, to the Periodic Economic Benefits (BEPS) developed in Decree 604 of 2013. In this investigation of a socio-legal nature, the quantitative and qualitative method was applied, by using information gathering tools, such as semi-structured interviews to verify or confirm factors (social, economic or cultural) that respond to our research objective. Additionally, 25 informal workers were studied as a sample on the 7th avenue, between thirteen and nineteen streets of the city of Bogotá. Finally, it was found that one of the most outstanding factors of incidence was the economic one, since this also affects access to information technologies, alternative means of informa- tion, education, etc.
