- Abstract
Undeclared work often has a cross-border dimension. The nature of undeclared work may vary from one country to another, depending on the economic, administrative and social context. National legislation on undeclared work and definitions used at national level are different. Measures to combat undeclared work should therefore be adapted to take account of these differences. Article 151 of the Treaty on the Functioning of the European Union has set objectives in the field of social policies, promoting employment and improving working conditions, and in order to achieve these objectives, the Union has the freedom to take measures to encourage cooperation between Member States on improving working conditions, combating social exclusion, increasing the integration of excluded people into the labor market.
