- Abstract
This longitudinal study examines the origin, nature, and character of African American legislative participation in California from 1970-2008. Three critical dimensions of legislative behavior undergird this study: (1) the social background and political characteristics of California's African American lawmakers; (2) their acquisition of legislative chamber leadership positions; (3) and the role of race in the deliberations of the legislature. Our findings indicate that African American legislators share similar attributes with their non-black colleagues in the California legislature, as well as their black counterparts in other states. The study also showed that African American state legislators in California have successfully acquired key institutional power positions. Moreover, the black lawmakers demonstrated success in securing passage of their sponsored legislation. Most notably, California's African American legislative delegation is the sole black caucus to have three of its members serve as speaker of a lower legislative chamber.
