COME HELL AND HIGH WATER: COPING WITH THE UNAVOIDABLE CONSEQUENCES OF CLIMATE DISRUPTION.
- Authors
Parenteau, Patrick
- Abstract
The article examines various approaches to cope with the unavoidable consequence of climate disruption. It scrutinizes the statement of the Intergovernmental Panel on Climate Change (IPCC) concerning the accelerating rate of global climate change. It looks at the public trust doctrine (PTD) in the U.S., which requires states to hold the waters of navigable streams and their non-navigable tributaries, submerged lands and wildlife and fishery resources in trust for the benefit of all people. It explores the benefits of harvesting stormwater and how it helps offset the loss of water supplies from reduced snowpack. The restoration of floodplains and wetlands is also discussed.
