This paper traces the development of two-tier annuities and the regulatory response to these unconventional products. It compares the financial performance and settlement options of the two-tier with conventional annuity products. It indicates the potential for consumer abuse from different types of annuities. Finally, it raises regulatory issues concerning the fair marketing of these products and makes recommendations for responding to potential consumer abuse.
