The article discusses the environmental and legislative considerations and public debate in the development and construction of the Dworshak Dam in Idaho between 1942 and 1973. It discusses the interaction between the state and federal government, the role of the U.S. Army Corps of Engineers, and how individuals and groups transferred their local perspectives on natural resources to a national awareness of environmentalism.
