- Abstract
The article discusses the factors that have made Northern Europe contributive to both sea- and land-based pirate radio. It mentions that Northern European countries remain to coordinate most broadcasting by public corporations, commonly operated by top-heavy bureaucracies. It states that agreements for the licensed stations in Europe to offer balanced programming catering to all tastes and to restrict the amount of time that records might be played led in music-oriented radio programming less appealing.
