- Abstract
The author reflects on the recommendation of the Advisory Council on Child Welfare Services to the U.S. Department of Health, Education and Welfare that the federal government pay part of the total cost of all public child welfare services. The author advocated the enactment of the Council's recommendation, including, an open-ended appropriation for all child welfare services on a variable matching basis, with the provision that there would be no decrease in a state's child welfare expenditures.
