- Abstract
Recent issues of Public Budgeting & Finance have published surveys of central government budget policy, budget procedure, and budget execution in a number of industrialized western European countries and in the United States. Over the past decade there have been many elements of commonality in the fiscal experiences of these countries. All were affected, in varying degrees, by the OPEC “oil shock” and the recession of 1974–75. All industrialized countries enjoyed a degree of recovery after 1975, but by the late 1970s all were again plagued by slow economic growth, inflation, unemployment, and low productivity.
