- Abstract
International institutions are increasingly attacked by Western powers, i.e. traditional supporters of the 'Liberal International Order'. However, the modes of their institutional contestation vary widely. Our paper examines the extent to which institutional factors - characteristics and effects of the contested international institution - influence the choice of modes of institutional contestation by Western powers. We conceptualize four modes of institutional contestation: voice, subversion, exit, and sabotage. We argue that the mode of contestation is shaped by institutional power configurations. These arise from the degree of internal control that an institution grants to dissatisfied powers as well as the external effects that an institution exerts (or would exert) on them even after withdrawal. We test the plausibility of our theory by studying the contestation of the World Bank, the World Trade Organization, the Paris Agreement on climate change, and the Iran nuclear deal by the United States under the Trump Administration.
