- Abstract
The article looks at U.S. responses to international anarchist terrorism in the late 19th and early 20th centuries. Particular focus is given to the role of immigration law in U.S. anti-terrorism efforts. Details on the U.S. Immigration Act of 1903, sometimes known as the Anarchist Exclusion Act, are presented. According to the author, this law and its subsequent expansion set a significant legal precedent which centered U.S. anti-terrorism efforts in domestic practices of exclusion and deportation rather than international cooperation. Other topics include the 1898 International Conference of Rome for the Social Defense Against Anarchists, the assassination of U.S. President William McKinley, and U.S. Secretary of State John Hay.
