- Abstract
The article offers information regarding the municipal laws of the U.S. It discusses one of the cases Moreau v. Flanders, of the Rhode Island Supreme Court. The court in this case unanimously affirmed the constitutionality of a statute authorizing the state's Department of Revenue to appoint a receiver to a financially-distressed municipality. The Court held the statute does not violate a municipality's right to self-governance granted by the Home-Rule Amendment to the State Constitution.
