We examine the implementation of communitarian and proximity police programs in México with a focus on a case study in Ciudad Nezahualcóyotl, in the metropolitan area of Mexico City. Special attention is posed to four major questions of governance of police such as exiting the current security crisis, improving communication and trust with citizens; implementing a legitimate legal order and strengthening social cohesion. All elements are the building blocks for the construction of a Rule of Law.
