- Abstract
The article discusses the proposed constitutional reform in Great Britain. It reflects that Reformers and pragmatists call for a constitutional reform that would have the process of government be centered around a long-term strategy that they perceive as non-existent. It discusses a fundamental reformer's four measures of reform: a Bill of Rights that incorporates the European Convention on Human Rights into domestic law, a Freedom of Information Act, the introduction of proportional representation for parliamentary and other elections, and a greater measure of power, self-financing and autonomy for local government.
