Introduces autoregressive conditionally heteroscedastic (q) disturbances into a standard optimizing model to obtain the resulting heteroscedastic equilibrium exchange rates and optimal intervention rules that are time varying. Use of quarterly Canadian data to provide empirical support for the theoretical evaluation; Examples drawn by Buiter and Eaton (1985).
