- Abstract
In this research, the inclusion efforts of the members of the groups who are excluded from the mainstream network or who are not the members of the "elites of the network" is researched by using Manuel Castells' "Network Society" and "Fourth World" concepts. Manuel Castells, who has PhD. Degrees from Sorbonne and Madrid Universities about Humanities and Sociology has started to examine the social, economic and the politic changes in relation with Information Technologies since 1983. Although, the center of his researches was Silicon Valley, San Francisco District, he expanded the area to Europe, Latin America and Asia in order to understand the social effects of the informationalism in those parts of the world. He exposed the results of this research in the trilogy called The Information Age: Economy, Society and Culture. Research that used the elements of Political Science, Sociology and Communications, became a reference point for understanding the new social movements, off-state and marginal structures.
