- Abstract
The article analyses diachronically the positions of the Confederación General Económica and the Confederación General del Trabajo during José Gelbard's economic administration (1973-1974). These organisations were recognised by the state as privileged interlocutors for the constitution of a social concertation in which mechanisms of political exchange were underlying and which sought to achieve embeddedness. We argue that, far from interpreting these actors as passive in contrast to the role of the government, both organisations sought to operate on the content of the programme, mostly in opposite directions. Thus, depending on the context, they either challenged the official interpretation of the Social Pact's founding document, requested its modification or, on the contrary, exercised a strong defense of its original content. These conflicting positions affected the economic programme and its results, and became a relevant factor in modifying the balance of power in the government's socio-political coalition.
