- Abstract
The article focuses on a case study examining the struggles of the Texas Inter-agency tobacco prevention task force. The Texas Inter-agency tobacco gained internal victories such as the creation of a comprehensive statewide plan to reduce tobacco use but could not sustain a policy success in the legislature. The task force's products, however, set science-based programs for future program development. Their process also provided valuable insights into other states developing tobacco prevention and control policies. The study reveals complex issues to be faced by advocates and public health officials.
