- Abstract
The author discusses the historical backdrop of the U.S.-Soviet Union competition and explores the goals of both countries for least developed countries. He reviews the performance of both countries after World War II and points out that they agreed on one issue, which is to dismantle colonial empires which is now described as the third world. He further points out that the American interaction with the third world is more complex than its Soviet counterpart.
